2015 South Sudan elections don’t have to be free and fair – Electoral commission

JUBA – The Chairperson of the National Elections Commission (NEC) Professor Abednego Akok Kacuol has said that for South Sudan government and institutions to be legitimate, South Sudan elections must be held within six months.

Akok said that the election don’t have to be just free and fair per the world standard because if the election is not held, all the institutions in the country will not function and no one will maintain peace.

The chairperson’s controversial admission came on Thursday in an interview with the UN’s radio Miraya FM.
Kacuol was asked if its possible to hold elections in places and states mostly damaged by the ongoing civil conflict. He said that definitely there will be no elections in places damaged by the South Sudan civil conflict.

South Sudan’s greater Upper Nile States were damaged by the civil conflict. Most parts of Unity state and Upper Nile State are ruined beyond recognition. Jonglei as well is severely affected by the war. Kacuol said that in those places, there will be no elections.

The NEC’s chairperson has admitted that International community is reluctant to support his commission in conducting elections in South Sudan as they do in other countries. He said that he and his commission and the government of South Sudan are trying to persuade them but still refuses saying the country only needs humanitarian aids.

Akok said that he has already tabled a budget for approval by the parliament and president Kiir to provide funds for elections. He said that if the funds are located soon enough, the elections will be held in just months.
